Columbia, S. C., Nov. 10.—The bill calling a State Convention to meet on the 17th of December, for the purpose of taking measures to assert and maintain the independence of the State, has passed both Houses of the Legislature by a unanimous vote.  Senator Chesnut has resigned his seat in the United States Senate.  The flag of secession—a red star on a white ground—is waving in all the public places and from all public edifices. . .
