Five States having ratified the Constitution of the Confederate States, it is now the supreme law of the land. Texas and Mississippi, through their Conventions, made up the requisite number. In accordance with that fact, the flag of the State was hauled down from the flag staff in the Garrison at Baton Rogue, on Tuesday last, and the flag of the confederacy run up in its stead, accompanied with a salute of seven guns.–Whoever made the flag for the Garrison must have been very short of bunting, it being the smallest flag we ever saw hoisted on so lofty a pole.
