Incendiarism, thieving, and burglary are prevalent in Galveston. The News says: “There are at this time a larger number of suspicious characters in our midst than we have ever known before—men who are either entirely unknown or of whom no good is known, and who are without any visible means of support, or any occupation, except that of living at the expense of others.”
