  • President Lincoln declared by proclamation the States of Virginia, North Carolina, Tennessee, and Arkansas in insurrection, and ordered all commercial intercourse between the North and seceded States to cease.
  • Rebel camp at Fredericktown, Md., attacked, and 12 of the enemy taken prisoners.
  • Several newspapers in New York presented by the grand jury for hostility to the Government.
