The following note appears in the New Orleans Picayune:
British Consulate, New Orleans, May 17, 1861.
Eds Picayune: Although I have not received any official notice regarding the time when the blockade of the Mississippi River will be established, it may be important to those interested to give such information as I have received from Washington.
“Neutral vessels will be allowed fifteen days to leave port after the actual commencement of the blockade, whether such vessels are with or without cargoes, and whether the cargoes were shipped before or after the commencement of the blockade.”
I may add that it is rumored that the blockade will be effectually established on or about the 25th inst.
